Lately what I have been hearing is railways strictly monitoring punctuality on regular basis at the top level. Adding slack , slowing down etc might have been done by various zones basically to save their face and show better punctuality . While there was opportunity to speed up everybody played safe.
Intent in speeding up, mission raftaar etc are good thoughts at the top level. Somehow I get the feeling, the more it gets down to implementation stage , zones jut dont seem to bother. They like to play safe.

In Some cases again they have given the same Arrival Dep time which used to be in Pre covid days.

There are also the issues of many zones unable to receive trains earlier due to pf constraints, pit line issues/stabling line and so on. A good example immediately that comes to mind is 11013 LTT-CBE. It can easily be received at 4am at CBE. But because of its pf turnaround, it ends up blocking a pf. There are other terminating trains like Cheran Exp and many other trains towards Kerala around that time. They have given so much slack before entering Bangalore and then from Bangalore onwards that it is finally received after all trains leave CBE. Even after doubling of Pune-DMM section still running with same old TT
