Well, most probably it's because of the official connection of this train with PTK-BJPL NG Passenger which has a departure time of around 15:30 from PTK, I am not really sure.

Yeah, it's having an Official connection with 52469 PTK-BJPL NG Pass (PTK dep.1520hrs and wait until 15:35 for 19223, if running late)
