Looks like this one is azadpur one, if true it will help railway to take their land back which was they illegally occupied plus Delhi govt approve them with all facilities to grab votes but due to this NR not able to raise speed in sabzi mandi-azadpur-adarshnagar section, after fencing, speed was raise but still they run it at 40-60 kmph depends.. and fencing breaching is way common, azadpur is most famous for snatching, theft even serious crimes. ..
