What are the cancellation charges for 3A RAC ticket? if cancel between 4 - 12 hours before departure?

If its RAC/WL, charges applicable are only Clerical charges which comes to around 65 rupees per passenger. Also bank PG charges won't be refunded. If the ticket stays in RAC even after first charting same charges apply.
Rule mentioned a lot - scheduled departure of the train, I want to clarify whether scheduled departure from origin station (starting of train) or source (in case boarding station is different ) or boarding station, please clarify
It is the Charting station.ifvypu booked from Agra and charting station is New Delhi then Dep at Delhi will be taken.
