Delhi HWH and Mumbai lines are only approved gor 160kmoh upgradation and budget allotted. Rest sections which we read ate only in DPR preparation. You can get more information in Google search mission raftar. The project is divided into 3 components Rails changing higher weight and density, signaling and telecom, fencing and wall building.
Still in BPL-NDLS route we have AGC-TKD section fir for 160kmph. He meant that only, that if RKMP-NDLS VB gets introduced it will run at 160kmph in that section. Till now no VB runs on that speed because their route mps won't permit.
I have understood what he meant in his statement NDLS BPL full mein 160/150kmph means entire section may be I am wrong as per your understanding.
