The only criteria is Politics and Elections.
It's basically for Chattisgarh Elections without saying for it's for Chattisgarh Elections.
They'd allot it to Mahoba if they think that it'd bring them votes in Elections. Amb Andaura Vande Bharat Express falls under same category
Till now MEMU Sheds are the basic maintenance facilities recommended by Railway Board.
