Is partial cancelletion of single PRS ticket allowed(irrespective of CNF/RAC/WL)? What is the cancellation procedure and charges?

My reply was incomplete: In the case of the partially cancelled e-tickets, the refund is made electronically and your account gets credited automatically say after a day or so, depending upon the traffic on the website. You can take a printout from the cancelled history page of the site.
