In both of the entries, Traffic & Power Block has been mentioned. Additionally, in the previous entry, the reason for Traffic & Power Block was clearly mentioned. Don't you think, it was more informative?
The main news is about train cancellation, viewers don't compulsorily need the reason, so reason of cancellation is not very important.
But when a previous updater already mentioned the reason additionally, removing that may be considered 'destructive update' . You should avoid such.
