I guess rich states or high gdp states should focus on state own railway corridors like they own metro in JV..
Its time to invest as you cant rely on IR only..
Just like NHAI building highways and expressway, state govt in few states started and making own expressways and better state highways..

Revenue of top 10 GSDP states aren't sufficient enough to jump into statewide RRTS like systems yet. Many of them have adequate debt and financial insecurities to worry about. Moreover, the rest share of JV will need either strong private player(s) and/or any ministry of Central Govt. as owner. Private companies won't be interested in most routes states propose to lay foundation for. Which means the financial burdens stay within the governments of the maximum proposed. Like existing one DMRC, NRCTC, KMRC, BMRCL etc.
A very strong backing from private giants can craft such visions into reality.

Are they financially viable.? Hyderabad metro with 3 routes in main city corridors has traffic of 4-5lacs per day and is bleeding in losses. No metro or RRTS will be financially viable in private sector without Govt participation and part of it should be funded by external agencies at low intrest rates.
