What is procedure to change name of passenger (family member - son / farther / wife etc.) for wait list E Ticket?

You have to go to nearest Reservation office with print out of e-tkt and ID proofs of passengers and make a name change request there.
When I visited reservation counter at Gurgaon railway station for change of name, counter staff told that it can be done only at IRCR building with ACM (R) at New Delhi, no other way to get this done, pls clarify.
