IR will not give preference to intermediate stations as the train will have to run empty till that station. However they can book from source station and change the boarding point. In this scenario IR will get full revenue and also the vacant slot can be used for filling intermediate bookings as well. So I feel this change of boarding point is the culprit in IR that intermediate stations are loosing quota
