Should govt focus more on Mail exp train than Inaugurating Vande Bharat Trains

Railway Running since many years, no issue found . but last few years they observe Railway in losses by SL/GS class.
moreover, Govt is not for make Money.

I accept Govt not for making money but on other hand we should accept Railway himself as profitable entity, not loss making. Government invest money means it indirect money from passengers.
govt investing Money on Vande Bharat, Bullet Trains and freight corridor to earn more money from Railway.
govt not investing on mail exp trains.

Govt investing money for Railway stand on own foot and not asking money or investment every year.
