Honestly I have said this before too. JBP and BSP got incredibly lucky to be the HQs of their respective zones, both have railway infrastructure, passenger amenities and dedicated passengers trains count that is way above their paygrade/Hindi me bolu toh aukaat.

Credit to SECR it plans it's trains much better, if it is a train bound to the north they start it at Durg so that entire Bhilai Raipur belt is covered, similarly south bound trains are started from either BSP or Korba. In that way a bulk of CG state is covered up. Even the BSP-NGP VB was a good concept, it got poor patronage on account of running with 16 coaches and a relatively slow TT!
And finally the BPL-ADI VB could be a great idea if they can find a good running slot for it. It has the potential to be quite successful.
Both the babus and people at JBP must realize JBP will never be equal to BPL/INDB which are the big two of MP!
BPL is the capital and twice the size of JBP, the gap in GDP is even higher.
