Pune has a population of 70 lacs now and is an industrial city long back before general public transport systems like 2 wheelers and city buses came into existence after 1980. So they are memu services and sheds.

Pune is different it has a huge population and is top a city during British times as well
It has Pimpri-Chinchwad a planned suburban satellite city
And lonavala is hangout place close to the city
when cities have planned suburbs and satellite cities it needs huge public transit taking people from satellite cities and population cores to industrial areas Mumbai,Chennai, Ahmedabad(not a Capital City)

Delhi have these satellite cities and planned suburbs so huge transit is need whereas vskp only have very few suburbs like duvvada,akp etc with existing rail,infra vzm che are different cities and inbetween there are villages there are no huge education, industrial,urban areas outside vizag
Even bza gnt is just 30km apart still no local trains even after having government buildings and Mangalagiri town with busy roads
When you have huge suburbs, industrial in cities with huge population and with nearby towns adding more population then urban rail will work
Let vskp get IT industry then population will increase similar to how hyd got huge population boost from 20 years

Who said you that Chennai is Bigger city than Visakhapatnam. Go check wiki which city are is bigger in terms of area
And also you said Vizag population is 30% than that of Chennai. Again who said this
Chennai population is 64 lakhs and Vizag population is 35 lakhs. Vizag population is 50% than that of chennai

You can't say vskp is much bigger just because it has more area population and density is key for successful public transit whats point in building through less populated area you need to spread out all the lines increasing building cost and still will have lesser ridership
That's one of the reason why public transit don't work in us and Australia etc where it do wonders in in densely populated Europe Japan India china etc
Size is not always important density is important for building transit you need high population centers
