Yes, Lucknow shatabdi dono side Phaphund rukti Hai. Phaphund is smaller station than Aligarh but wahan Ka MP Devender Singh Bhole Bahot active rehta Hai apni constituency k liye. Shayad usi k political pressure m stop Dia Hai

Because while going towards New Delhi, it runs after Rajdhani gang and Rajdhani gang is having sufficient slack at trip end so it can maintain the aggressive schedule with halt. However in return direction, it runs ahead all Rajdhanis so giving stoppage at Aligarh will simply require all Rajdhanis to be slow down or unscheduled halt.
