Dont think passenger fares will be restored and charged for these trains except in EMU Trains in metro cities as the GS fares of passenger train recover only 40% of actual cost while GS in express fare recover 50%. In new lines the railway stations are situated far from the main town centers and it effects occupancy and even the avg speed is less.
