Why the section between Saharanpur to Lucknow via Moradabad Bareilly Shahjahanpur Balmau is still having MPS of 100 kmph although the route is in plain region of Western Uttar Pradesh.

more... couldn't able to understand why NR is not interested in upgrading this section to 130 as most of the trains are LHB fied even Rajdhani, AC SF type trains were running on this route. Any idea on this? Also in Google maps I see there are still many many railway crossings on this route(some even on State Highway) but still not converted as Subway or Bridge. Any idea on this?
Surely this section needed to be upgraded to 130 mps lekin kya hua abhi tak iss par koi kadam nahi uthaya.
