Someone understood that sleeper should be increased

Most people were booking sleeper class and not 3AC. At the time of the journey, many people were getting a free upgrade from sleeper to 3AC. That's why the railways decided to increase the number of sleeper coaches. Good decision.

10AC 10 Non AC is a dope setup for current trains after being upgraded. 1 1AC 3 2AC 6 3AC 7 SL 3GS is a chill setup. We need to add more 3 AC coaches in places where 1AC ain't that popular. The price for 3 AC should be lowered by 20% and replace 2nd class with 2 3AC every year for LHB equipped trains. Let's make the upgrade slow though, not jumping from 12 SL to 2nd class in one go.
