Sometimes, what shops do is get the 8 Rs version of water bottle from the newly opened water refilling stations and then sell them at Rs 15/20. I atleast encountered it once, at Allahabad. What gets me though is what does the RPF do then? All I have seen most RPFs do is just sit in 2nd AC coaches[since they can't barge into the cabined 1st AC ones] and talk with each other.
