How a political power can get favoritism in IR.... GODDA and ARA are now it's prime examples in bihar. But on the other hand NALANDA, RAJGIR, BODHGAYA, PURNEA, are still neglecting places for IR... Why a train can extended to GODDA But not to SEEMANCHAL REGION? if SOUTH BIHAR can be extended to ARA then why not JANTA EXPRESS, DNR PUNE can be extended to RAJGIR Or IPR... This is now getting worst situation in our railway that a politician can extend a train but not a year long people's demandππππshame on us and shame on railway managments πππ

There is no such rule. However, Godda according to 2011 census had a population of around 50k, so even if it became twice till now, it is only 1 lakh. In Jharkhand, there are more important cities like Tatanagar/Jamshedpur for instance, which is somewhat connected to Lucknow [via long distance trains, so seats earmarked for these two stations isn't always too much].
I think Railways should connect bigger cities first before moving on to much smaller ones.
