I think railways must ensure following to ensure timely run of this train..
1. It must be given an Wap5/7 upto patna for better acceleration as it has got man stops enroute..
2. From patna a WDP4 will do the job..
3. An extra rake should be provided.

No its not the reason, there are many trains at that time, the problem is that its priority is so low in that area that it even gives pass to passenger trains.. Moreover the problem is there in return journey as it starts from patna at 1800 h.. just after the office hours.. So better reschedule it on the return journey...
