The deal with Delhi slots is that they're super popular with places like Dhanbad, Tatanagar, Asansol, Kharagpur, Kolkata, and more.
Running just a 12-coach train during peak times (night to early morning) is a total waste, man.
There are folks out there who would kill to get those Delhi slots.
Anything less than a 16-coach setup is just throwing away resources, including for this train, Amritsar Vande Bharat, Ayodhya Vande Bharat, and Khajuraho Vande Bharat. There's a real chance to fill up more seats if the timing is right.
This train is kinda limited by what Kotdwar and Najibabad can handle, so your suggestion of extending it to Sikar, Ringas, Hisar, or somewhere else for maintenance sounds solid. That way, we can add more coaches to the train.

Sirf 12 Coacher Rake chalaana Prime Time mein (raat ko nikalte, subah ko pahunchte) yeh kuch aur hi resources ka waste hai.
Asal mein log hain jo literal mein mar jaayenge aise slots ke liye Delhi mein.
Sirf 16 Coaches se kam chalana bhi yeh ek resources ka waste hai... including Is train, Amritsar Vande Bharat, Ayodhya Vande Bharat aur Khajuraho Vande Bharat. Isme bohot zyada potential hai agar timings sahi hain toh jitne logon ko bhar sakte hain.
Yeh sirf Kotdwar aur Najibabad ki capabilities se limited hai uske liye behtar option yeh hai ki jaise aapne sugggest kiya... extension Sikar, Ringas, Hisar ya kahin jahan PM ho sake. Taki rake ko extra Coaches mil sake.
