I read the article but I disagree with many claims that buses are the needs of Tier 2 cities in India and not metros. First, so called "Tier 2" cities in India will be major population hubs in most other countries in terms of population. In no other country, will cities with the population the size of Jaipur, Lucknow be called Tier 2. In Jaipur, the government messed up by creating metro on a non optimized route and second, by not expanding it. In Lucknow, it actually does see ridership and is even full[4 coaches long the rake is] during certain times. The government however has only just now sanctioned the second stretch to connect the really old parts of the city where there are regular jams and it takes atleast 20+ minutes to reach any location.
