The investigation also revealed that the signalling system had been faulty for nearly three hours prior to the accident, but the Northeast Frontier Railway failed to notify authorities. The investigation report by the Northeast Frontier Railway's divisional officials found the goods train crew primarily responsible. According to railway regulations, when the automatic signalling system is down in a section, trains are operated under 'TA-912' memo, requiring trains to stop for a minute at red signals and maintain a restricted speed of 15 km/h. However, the goods train crew violated these regulations, exceeding the speed limit and colliding with the stationary Kanchenjunga train. The Northeast Frontier Railway has since revoked the 'TA-912' memo, requiring the implementation of the absolute block system, a safer approach where only one train is allowed to operate in a section at a time. Despite this, the Rangapani station master failed to follow the absolute block system and allowed the goods train to proceed before the Kanchenjunga train had reached the next station (Chatar).

Northeast Frontier Railway ke divisional officials ki investigation report mein goods train ke crew ko main reason mana gaya hai. Railway ke rules ke according, jab kisi section mein automatic signalling system down hota hai, to train 'TA-912' memo ke under operate hoti hai. Isme red signal par train ko ek minute rukna padta hai, aur 15 km/h ki restricted speed maintain karni hoti hai. Lehin goods train ke crew ne yeh rules nahi follow kiye, speed limit cross kar di, aur stationary Kanchenjunga train se collide kar gayi. Northeast Frontier Railway ne 'TA-912' memo ko revoke kar diya hai, aur ab absolute block system implement kiya jaayega, jisme ek time par sirf ek train hi operate kar sakegi. Iske baavajood, Rangapani station master ne absolute block system ko follow nahi kiya, aur Kanchenjunga train ke next station (Chatar) pahunchne se pehle hi goods train ko rukne diya.
