My friend is a permanently Physically Disabled person & had got the Railway Concession Certificate 2 years ago, however, he hasn't been able to use it...
How does one avail this concession for trains like Shatabdi / Rajdhani? (Newly introduced in 2012 Railway Budget : click here
His concession certificate says Permantly Disabled & looking at his condition ANY PERSON can clearly...

as far as my knowledge goes, owing to the misuse of physically handicapped certificate now indian rlys issues physically handicapped certificates only to those with amputated limbs and other gross defects. paralytic defects are generally not eligible as there is a risk of mimicking the same. however the certificates issued prior to year 2000 with the signature of panel of 5 doctors is still valid for physically handicapped citizens. except that, no other certificate is currently eligible for physically handicapped discount.

The fellow's left leg got amp'd knee-down 3 years ago... faking is not the issue... The issue is, how can he avail concession for special trains... as announced click here
