Railway manual ke hisaab se, koi bhi station par aane wala aadmi potential railway passenger hota hai, chahe wo ticket bad mein bhi le. Isliye station premises mein injured hone par uski treatment ki zimmedari railway ki hoti hai. Lekin agar koi aadmi ticket ke bina travel kar raha hai aur investigation mein yeh baat saabit hoti hai, toh railway uske against rules ke mutabik action le sakta hai.
