The Prime Minister's Office has confirmed that the Prime Minister has written 12 letters to the Ministry of Housing and Urban Affairs since 2019 regarding the project. Despite the Union Budget announcement, the Public Investment Board has sent the Chennai Metro Rail files to the Union Cabinet Committee, which in turn, confirmed in an April RTI response that no such files have been received. This indicates that the funding for the Chennai Metro Phase 2 is stuck in different departments of the Union Ministry of Finance. While the central government has released funds for similar projects in other cities, the Chennai Metro Phase 2 remains unfunded. Construction work is ongoing across six locations by different contractors, with the Tamil Nadu government borrowing funds from state-owned banks to finance it. This has led to an increase in the state's debt burden, as acknowledged by the Tamil Nadu Finance Minister in the state budget. Despite the lack of central funds, Chennai Metro Rail officials maintain that the project is progressing as planned and that all financial resources are being mobilized by the state government to ensure its completion by 2028.
