Generally, in blogs posts, PRS is being interpreted as a counter where a ticket is issued by a railway person present physically and booking / printing the hard paper ticket OR for such a system. Hence, E or I tickets are not being considered (indicated) being a ticket of PRS.
In fact, PRS is Passenger Reservation System (developed by CRIS and adopted by IR) which is equally applicable to the Counter tickets as well as the E or I tickets (irrespective of the fact that the gateway for E or I tickets is the IRCTC).

I think for that purpose only, PRS Counter Ticket is been used!!!
A person can easily depict the source of such Ticket (from counter)
Oftenly, blogger miss to suffix Counter, leading to multiple explanation.
Further, most blogger are well accustomed to PRS Counter meaning & to induce more technical terminology, will lead into confusion & again multiple blogging would be posted, as rectification!!
