since there is no refund on tatkal tickets,no one takes pains to cancel the ticket.These berths are sold by TTE's at 150- 200 rs to on the way passengers whereas non tatkal passengers either cancel tickets or go in RAC
To prevent this there should a nominal refund of 5% of fare &the vacant berths should be alloted by computer to wait listed /RAC passengers.
