Thats strange. May be she got it earlier and then requested TTE for travel and would have alloted the KPD joining seat.
then i think it varies from train to train and from zone to zone coz i have seen many times they didn't allow to board the train and also clerk not issue any ticket (unreseved sleeper) if timing and distance exceeds, for NER this is the Rule which i have provided in first reply.

Yes Captain.. Since TTE does not need to give Berth to the girl, he may have allowed her to travel. BTW, where does she sat.. TVC mail is always full right..
