reachabbas79 23 blog posts12310 will remain cancelled on 27th. my ticket booked for 27th when checked pnr status it shows train cancelled. Pls educate

As far as i know even if the ticket is cancelled by user. irctc wont deduct any cancellation charge and give full refund.
Also he can cancel after departure time of train as the chart wont be prepared and no need to file TDR. He can cancel upto 72 hrs from departure time (not sure whether 72 hrs or 48 hrs but i think 72 hrs)

No !! Only Service Charge and Service Tax will be deducted. It is must to cancel ticket if train is showing "Train Canceled" status.

It is Central tax so in any case passenger have to loose some amount i think.
train running over 13 hrs late, and the usual travel tym is around 12 hrs
