Measuring the height of what? The coaches or the WAP5.. It should have been WAP 5. Must be a newer version with overhead fittings on the top of the engine. It is possible that to remove EOGs (End on Generators fitted to provide current for maintaining A/C in the coaches), this WAP5 may have been been fitted with HOG Head on Generator, thus having the option to dispense with the EOGs.
The calculation would then have been to see the clearance between the overhead fittings on the loco and overhead wires (catenary in railway terms).

The were measuring the height of that heavy iron block which are on both the side of every loco and coach. I dont know what they call in technical language. I have sent a pic to ur id. Check it you will able to understand what I am saying.
They were measuring the height of it from the railway track. After measuring it they were making some calculations and saying"itna Milimeter ka hai to sab kuch badiya hai ekdum"
