a person who booked a berth in any mail/exp train before 22/01/13 of journey date: 1/2/13 . what will happen to him/her during journey, if he/she will not carry any amount with him/her to pay difference excess hike fare? If he/she has no any information regarding fare hike. "thank you."

True, this is an independent country. But it does not mean you can travel in the train without paying full fare.
solution to all such complaints is, fare hike should be implemented after 4 months of announcement, so no tickets are sold where extra fare has to be given during journey.
Another important point is of logical thinking, I buy a product/service when I know the price, its unfair to change the price of the service after I bought ticket.
Its like changing terms of contract after it has been signed!

Your argument is also very valid. This, I believe, was the best solution of the problem.
