TTE cant do anything, but can charge fine for Unreserved Boarded Passenger in SL & can check WL Holding Passenger (Passenger isnt that innocent & who wanna coach burnt and or get beaten?????)!!
There are two types of train enrouting these provinces:
1. Super Slow Express (HWH-ASR/Sadbahwana Exp/Farakka Exp etc), which arnt much preferred & GEN along with SL are empty in most seasons.

Superfast & mostly late Express (Shramjeevi/Magadh/Vaishali/S.K. Exp etc), which are preferred to a lot & are always houseful, equalising SL & GEN Crowd.
If train is via GKP, it will never remain empty, with Local Crowd occupying SL Coaches. Most train in this route do have lots n lots of stoppage, making crowd from one Municipal HO to travel next Municipal HO (even in same district)

Kindly compare HWH-NDLS Sup Exp with Kalka Mail & Poorva Express. U find HWH Exp to be decently occupied, thanks to less & logical stoppage its got!!
