Although no effect on passenger fares on 1st April 2013 due to this but whenever it is affected say 1st October 2013 (as it had to be revised twice a year), the TTE would have to collect/refund the difference. That would mean that TTE may have exercise such an practice for 8 months out of 12 months in an year. (i.e. 240 days out of 365).
Now, Railways would stick to such practice or the fare at the time of booking would be considered as final?
