Sir , thanks fr image posting , ur point is well understood and these are just paper certificates but im yet to see a coach with 130 kmph mps in hybrid mode ... and there are two situations.
1 if track is 160 kmph but train is only 105 then train cannot do more thn 105
2 if track is 90 kmph and train is 105 thn also it cannot do more than 90 ..
