Who is the authority to allot locos to trains? What are the measurements to provide engines to trains?. I have verity of questions regarding this.
Ex. The Karnataka Express is actually a Bangalore bound train. But it never runs on SWR Locos. A CNB / BSL WAP4 is often seen hauling this train till ET, and from ET the famous WDM3A/3D twins bring the train to SBC.
1) What is the benefit that ET Shed or WCR getting by providing a loco from their shed to some other zone?

Which shed will bear the expenses that are incurred during the run of these huge machines?
3) Why dont the UBL or KJM locos pull the Karnataka express till ET?
4) Why cant the loco change take place at MMR? I have seen Karnataka Samparka Kranti getting loco changed from WDP4 to a WAP4.

ofcourse... if the locos are filled in ET then WCR will bear the cost. while when they are filled in SBC then SWR would bear it.

Thanks Soumitra. But I still wonder about the RB policies. Like all other departments of government IR does not have common set of rules. They all follow some common rules on give and take / borrow system. As such putting indent to the concerned authority, getting them sanctioned, purchasing and then making payment to the concerned organisation (What ever may be the reason). IR stands unique by having a centralized system of bearing expenses. (correct me if I am wrong). Eager to explore more on assigning Locos.

the sbc mail uses lalguda wap 7 which is from scr zone the train does not touch even scr boundary

Few CR trains run on ED Alco and KJM WDP-4 for run within CR only. Just that locos should not remain idle for long time so they are assigned.

Very Interesting to see all these loco activities. But still it makes me curious about the methods of linking them. Who will instruct the Loco shed managers to link the locos (that are under their control) to a train? (whether or not the train belongs that particular zone)
