Railway Board committee on reorganisation on Division and Zone has submittied the report in which it recommends to merge Palghat & TVC as one division due to huge operational cost involved and shrinking earnings by PGT.

Actually I kinda agree with your point but I am telling you from a neutral perspective (outsider)...

What @selvamssm is saying is that due to the sheer scale/ economics/ population of a city like Chennai, SR will always be a bit more biased towards it.
