There isnt any special quota for agent!!
He hasnt booked either tatkal or anything - simple high waiting ticket!!
If u sure u been charged that much for this single ticket, u can contact the agent & demand exra amount back & if failed, log complaint @ irctc detailing this heavy charging been done by that agent!!

Since this is the time for Pujas, the agents ( be it IRCTC approved or just simple ones) charge somewhat more amount than they usually do!
I myself had enquired to book a Tatkal ticket for Ypr Howrah express between 8th-10th of Oct, 2010. I was told that I had to pay 300(Tatkal Amount)+500 (Agent Fee) for reservation into any AC Class (II Tier or III Tier).
Sir, this is the case of extra charge amounting to Rs. 900 (balance Rs. 50 can be assumed as booking charge), for Non-Tatkal & WL Booking!!
Its not justified!!

LAter i realised ppl can give a try to book tatkal ticket these days. for some trains availability remains till 12-1 pm in the day.
