Only travellers can avail the ticket @ 10:00 on the "counters".
No other people/agents will be allowed.
If you have to avail the ticket of other person then you have to stand in general queue.

That is a local paper news which covers only that mentioned area.
The rail officials don't get active only for that specific region. It is for whole IR.
