Depends which country you are comparing to. If is Pakistan, Bangladesh or Srilanka the story is no diff to India. But county like UK Germany Australia etc first world country have very modern locomotives which have very sophisticated instrument and control panels. Therefor AC cabin for these instrument is must to prevent malfunctioning and AC also provide comfort to pilot to make crucial decisions whilst on job.
