What criteria IR considers to degrade a train from super-fast status to normal express train and similarly to upgrade an express train to have super-fast status?????

not necessarily. VSKP LTT is being downgraded without any change to TT. In fact, IRCTC would lose revenue in this case :O
who knows what is hidden there? they may give less priority to it later...
that's a possibility in future but the degradation is without those changes as of now. On the same note, why a Zone decides to de-prioritize any train which is running comfortably in its current slot and there are no new trains announced in the same route by the Zone.
