Please share any links/info you have on the procedure/s when a train is cancelled. Relevant rules/act would also be appreciated.

Request you to provide some details.
Railway had issued me internet ticket at a time/station when the train was already cancelled from the origin (ticket was issued at later time than the scheduled departure of train from Origin). Causing me a lot of discomfort. I have to take a UPTC bus to reach the source station only to find that the train was cancelled and so was my 2A tkt. Railway didn't provide any help for internet tickets and I was left with no choice but to travel on general...
