Yes, you may file and its via irctc you need file.

i was also travelling yes'day..unfortunately there was no TTE present....complaint was filed with AJJ Station master..
if its a E-ticket the actual procedure would be:

Obtain certificate from the TTE /Conductor in case of A.C.FAILURE..This original certificate must be sent to GGM (IT), IRCTC Ltd.,Internet Ticketing Centre, IRCA Building, State Entry Road, New Delhi-110055 after filing on-line refund request for claiming refund.
