Becuse Raipur doesn't have maintenance facility at the station. The nearest station having maintenance facility is Bilaspur. u can say that it runs upto raipur and is maintained by bilaspur.
raipur has great maintainence department as compare to bilaspur its also main train Raipur lucknow garibrath clean there and Since bilaspur train yard is big as comapre to raipur that will eailsy stay train
Raipur does not have maintenance.. thats why trains are announced from Raipur but started from Durg.. Example DURG-JAT via ASR of this budget
