RT CLS SUSPENDED has nothing to do with waiting lists or bookings. it is generally a temporary restriction on bookings for the said train on that particular day in the said class.

But I think if a maximum limit of WL is over it will show REGRET. it will not show RT CLS SUSPENDED.

As per my knowledge it means that some special train on same route and date is running and seats are available in that special train, therefore the booking for that regular train is closed to fill the special train.
