i have booked a ticket vzm to cbe, but i want to board the train @ vskp, is there any rule that TC will wait for unboarded passengers?

They will not wait. TC's usually wait only for 10-15 minutes after departure. If they do not find you occupying the seat, they will allot the same to some other passenger.
