Name such divisional headquarters which do not terminate any Express trains. in SCR, GTL is the only such.

Yes. But PGTN Does.. So we may not consider this so strict to have the same name as long as both lie in same town. Waltair Divison - has no station associated with the Name Waltair. Waltair station was renamed to VSKP but the division still has the old name.
