if found e-ticket w/l holders in reserve coach or genaral . he fined as like ticket less traveler .
but PRS w/l ticket holder found in reserve coach . No rights to fined him . only send to general coach.

there should be an option where passengers should compulsorily give their bank account no.in reservation slips, and when ticket remains in w/l, the money will be refunded in that account. as identity card is mandatory, so i am almost sure that every identity card holder has atleast a bank account....

Because as soon as an e-ticket gets stuck in wl, it is cancelled and refund procedure starts, while for a prs ticket you have to go back to the window to get refund. So railways have no problem if you travel with wl prs ticket in a general coach because it is already paid for, in fact more than what is required.

Brilliant idea BG sir but will IR really take the pains to transfer money received in cash electronically to bank accounts? In e-tickets they make IRCTC deal with it which in turn makes it mostly a one-on-one transaction b/w the bank and the user. For refunds, again its a similar procedure and the ease lies in the fact that its all dealt with electronic money.
