TKD was unexpected too, already GZB is there to serve.
BIA was unexpected but that area, required 3phase.
About RPM, ED deserved more than RPM, pertaining to SR zone.
Just like GZB and TKD got the utmost importance, being closest to Delhi, in allotment for best locos WAP-5/7 and WDP 4D respectively

Kalyan deserves the same being nearest to Mumbai. thats one reason and main reason is the ghat sections in Kasara and Karjat sides and powerful locos can perform the best in such sections.
KJM WDP-4 and GOC WDP-4D are entering mumbai with mumbai bound trains, so, may be WDP are not yet given to KYN but There would only be AJNI WAP-7 entering MuMBAI with just few trains like NGP Duronto and Sevagram Express. Rest all trains will come with WAM/P-4 loco. Henceforth, WAP-7 is for sure for Kalyan. But, these 3-4 sheds have come up suddenly i.e TKD, RPM, BIA and HWH. so, the rate at which WAP-7 will be allotted will be slow for all sheds except for TKD,which got so many locos in such a short time.
